Qatar - Fiscal Balance

After activity rebounded in year-on-year terms in Q2, the economic picture for Q3 was mixed. On one hand, the non-energy PMI averaged markedly higher relative to Q2 thanks to the rollback of Covid-19 restrictions. However, energy output was down notably in annual terms in July and August, before a slight recovery in September. Moving to the fourth quarter, the government implemented the final phase of its lockdown easing plan in early October, which involved loosening capacity restrictions on public venues. This appeared to support the services sector, with the non-energy PMI rising to a survey-high in October on record increases in output and new orders. Moreover, the recent surge in international gas prices bodes well for government coffers.
