The economy likely lost further steam in the fourth quarter, again weighed on by softening consumer spending. Weaker retail sales suggest private consumption moderated again in the quarter, in spite of an extremely tight labor market and improving consumer confidence. The picture is somewhat more mixed, however, for investment activity: While business sentiment weakened in Q4, industrial production recovered some lost ground in October-November and credit continued to expand robustly throughout the quarter. On the political front, the government survived a no-confidence vote over water shortages at the end of January. Meanwhile, the Central Bank stated the country is close to joining the pre-euro exchange-rate mechanism (ERM-II). The government plans to join by end-April, and recently received the backing of IMF Managing Director Kristalina Georgieva.
