Following a marked contraction in H1 due to low oil prices and the Covid-19 outbreak, despite robust fiscal stimulus cushioning the downturn to a large extent, available data indicates that activity continued to stumble in Q3. The decline in industrial production accentuated in August, dragged down again by a shriveling oil and gas industry which hit the external sector in turn, as shown by the collapse in hydrocarbon exports in July. Meanwhile, on 28 September, authorities extended some lockdown restrictions while keeping the borders closed until early November due to an increase in infections, which could continue weighing on activity into Q4. In other news, violent clashes broke out between Azerbaijan and Armenia over the disputed Nagorno-Karabakh territory, increasing concerns about the stability of a region that is a major corridor for pipelines supplying oil and gas to world markets.
