On 18 January, Houthi rebels, based in the west of the country, outlawed the use and possession of bank notes issued by the internationally-recognized government in the south-east of the country, substantially raising internal barriers to doing business and conducting payments. Further dampening economic prospects, the government threatened to pull out of the Stockholm Agreement in January—which it struck with the Houthis in 2018 to halt military operations in the western city of Hodeidah—as fighting between the two sides escalated. Meanwhile, implementation of the Riyadh Agreement—which was signed by the government and southern separatists late last year to end their power struggle and eventually lead to a re-shuffled government with separatist representation—appears to have been minimal in recent weeks. Nevertheless, some agreed military re-positioning has taken place.
