Data suggests that the economy sustained momentum in the third quarter, after growth returned in the second quarter. Industrial production recorded the fastest growth in one year in August; the manufacturing PMI hit a seven-month high in September; and consumer confidence rose to a six-month high at the end of Q3. The data follows higher-than-expected growth in Q2 after the economy contracted in Q1 for the first time since the 2015–2016 recession. That said, activity remains sluggish overall amid contracting exports and a soft labor market. In the political arena, the critical pension reform bill cleared the first vote in the Senate on 2 October, moving it to the final stage. However, legislators voted against a key amendment regarding bonuses for low-salary employees, diluting the expected savings by around USD 18 billion. Meanwhile, the following day, the government announced it had already passed its target of USD 20 billion in earnings from privatizations for 2019.
