Fiscal Balance in France
France's fiscal deficit fluctuated over the last decade. Efforts to reduce the deficit through spending cuts and tax reforms were partly successful in the years before the pandemic. However, the deficit then widened due to social handouts to quell unrest, a stalled economic reform agenda and the pandemic. In 2023 and 2024, France's budget deficit was among the largest in the Euro area, prompting an official warning from Brussels and government belt-tightening measures to attempt to reduce the shortfall. The fiscal balance in France averaged -4.4% of GDP in the decade to 2022, below the Euro Area average of -2.7% of GDP. The fiscal balance in France in 2022 was -4.8% of GDP.
