DR Congo - Exchange RateDownside risks to growth rose in the second quarter as heightened trade tensions likely weighed on the export-oriented economy. Although average activity in the all-important mining sector accelerated in Q2, the rise in production was countered by lower global prices for base metals owing to an escalation in the U.S.–China trade war in May. This, coupled with a contraction in gold and oil output in Q2, likely hampered merchandise export earnings in the quarter. Turning to the third quarter, the closure of the Mutanda cobalt mine in August, amid a dramatic fall in prices, is set to weigh on overall growth. Meanwhile, at its September Article IV consultation, the IMF highlighted the need to overhaul the tax system in order to foster fiscal consolidation.
